Dubai has more refractive surgery capacity than any other emirate, which is useful and also the reason choosing well is harder here than it is in a market with three clinics. Availability is not the question. The question is which of many similar-looking offers is the one that suits your eyes and your situation.
Two things make that answerable. Licensing is a matter of record, and a written quote either lists what it covers or it does not.
Licensing, and how to check it
Healthcare in Dubai is regulated by the Dubai Health Authority, and facilities are licensed at two levels that matter to a patient: the facility itself, and the individual professional practising in it. Both can be checked with the authority rather than taken from a clinic website.
It is reasonable to ask which surgeon will perform the procedure, whether they hold a licence in the emirate, and how many operations of this specific kind they perform. A clinic that cannot answer those three questions plainly is telling you something.
What to compare between clinics
Compare what is measured at the assessment, which platform generation is installed on site, and whether the surgeon who assesses you is the surgeon who operates. Those three things explain most of the difference between two quotes that look far apart.
Then compare the paperwork. A quote that excludes medication, follow-up or a further procedure is not cheaper, it is a smaller number for less cover.
If you are travelling for treatment
Consultation, surgery and the first checks can often be arranged around a single trip, but the sequencing depends on how long the cornea needs between the assessment and the procedure, and on when you can fly home. Both are worth settling before booking flights, not after.
Follow-up after you return home is the part most often left vague. Ask which appointments are included, what happens if something needs looking at abroad, and who receives the records.
